About the Job:

The Fiscal Specialist is responsible for utilizing various financial reports and statements to prepare, analyze, and make recommendations pertaining to INDOT s federal accounting process

A Day in the Life:

  • Ensure that contract funding and project breakdowns are accurate
  • Creates specialized estimate (FMIS) in order to request allocation of federal aid from Federal Highway Administration (FHWA)
  • Prepares FHWA Plan, Specification, and Estimate packages for transmittal to the Federal Highway Administration (FHWA)
  • Reviews cost estimates on contracts not sold, revising requests for funds.
  • Prepares post-letting cost breakdowns detailing funding splits for preparation of contract requisitions
  • Prepare contract requisitions for manager s approval.
  • Prepare and send billing requests to Local Public Agencies (LPA) to obtain matching funds.
  • Assist in closing out old projects so that Federal funding can be released and utilized on current projects.
  • Work with members of the FHWA Administrative staff concerning Federal processes.
  • Analyze, identify and recommend best practices and process improvements to Section Manager.
  • Work in team environment utilizing quality principles in process enhancements.
  • Review, edit and distribute Notice to Contractors. Distribute withdrawal letters, postponements and Official Tabulation of Awards.
  • Assist at bid openings as needed.
  • Related duties as required.

What We're Looking For:

  • Understanding of Federal Regulation and State Laws and Regulations that apply to bidding for state construction contracts.
  • Experience with ERMS, SPMS, LAS, and the internet
  • Experience with PeopleSoft Financials

What You'll Need for Success:

  • Must be able to effectively coordinate work with FHWA personnel.
  • Must also be able to meet deadlines and work well under pressure.
  • Must be organized and able to supply requested information.
  • Strong communication skills
  • Must be able to communicate via telephone and email.
  • Working knowledge of MS Office programs (Outlook, Access, Excel, Word and PowerPoint).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
