MANANGEMENT AND PROGRAM ANALYST *TEMPORARY NTE 1 YEAR, MBE, MBP*
WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? You will plan, and perform the most significant types of managerial assignments encompassing the entire program and functional areas often requiring the integration of cross-functional areas. You will serve as the authority and senior spokesperson to all managerial levels on complex and novel issues requiring knowledge of new or proposed legislation and comprehensive knowledge of tax administration processes in order to disseminate internal and external impact on the Business Unit and its stakeholders. As a Management and Program Analyst, you will:
Prepare complex action plans and schedules for various phases of program accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Prepare recommendations for resource requirements to accomplish critical milestones and operational goals; negotiates with managers of various components of the Service to obtain needed resources and support. Establish a system to review, control, and monitor program accomplishments. Conduct in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them; Prepare IRM issuances, memoranda, and other written guidelines and recommendations relating to the project. Conduct briefings and prepare comprehensive reports to keep managers or executives advised of program progress and to communicate findings and recommendations. Provide team leadership and technical expertise during strategic planning and analysis activities including performance measurement, process improvement in support of operational efficiencies, organizational design, and procurement. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Experience performing a wide range of in-depth research analyses using evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude to determine the impact on operations; Applying management principles and processes to perform project/program management duties (e.g., gathering and consolidating project needs, leveraging resources, planning, scheduling, and managing timelines to meet milestones, track and monitor progress, and make recommendations). Identifying trends or problems to systemic processes, providing corrective actions or solutions to improve efficiency; Experience presenting information such as program area processing procedures, IRM updates, analytical findings, (e.g., consolidation of data analysis documentation) guidelines, and job aids, to individuals or groups; Conducting briefings, preparing reports and/or recommendations, responding to inquiries, and providing technical expertise or guidance to appropriate audiences. -The experience may have been gained in the public sector, private sector or Volunteer Service.
