This position reports to the Affordable Housing and Community Development Administrator and manages, plans, creates, organizes, administers, and directs the development of affordable housing projects and community development opportunities.
Additionally, this position manages and develops projects and opportunities along with oversight of project contractors and consultants.
Manages a variety of housing development including grant funded programs.
Examples of Work Primary responsibilities include the following:
Plans, develops, pursues, identifies, coordinates and administers affordable housing residential projects; assists in coordinating land acquisitions and clearing, financing and construction activities in accordance with program policies and requirements; prepares requirements and specifications for redevelopment projects; ensures project compliance with grant regulations; negotiates, prepares, and administers contracts and agreements; monitors timeliness and performance requirements; manages real estate transactions and negotiates lease agreements.
Documents periodic project operational performance and positioning reviews, including budget, schedule, business plan, compliance, market analysis, product review, and latest industry trends.
Identifies and collaborates with potential local housing stakeholders and community partners; Develops partnerships with housing and community providers to assist in the creation of affordable housing.
Develops and implements programs that support the development of housing that meets the City's strategic housing goals.
Creates and refines processes relating to a new program to construct and operate affordable housing in the community.
Researches, prepares, and coordinates with consulting professionals to ensure the compliance of HUD requirements and regulations.
Maintains current knowledge of federal, state, and local regulations and laws applicable to affordable housing and community development to ensure compliance.
Assists with special projects; provides administrative and implementation assistance of special projects; and assists in the revision of policies and procedures.
Monitors current trends in the field of affordable housing, community redevelopment, and economic development; evaluates impact; and recommends policy and procedural modifications accordingly.
Compiles data and information for reporting to state and federal agencies as required.
Monitors recipients and sub-recipients for compliance with federal, state and local requirements.
Demonstrates an ability to establish and maintain effective working relationships with the non-profits, subrecipients, contractors, public agencies, COJ staff and management, neighborhood groups and the general public.
Performs other duties as assigned.

LICENSING/CERTIFICATION/REGISTRATION:
A valid driver's license Is required prior to appointment and must be maintained during employment in this class.
Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.
