General
Summary:
Provide consultation and recommendations for EVMS policy and execution issues.
In addition, assists managers with financial management of projects, developing budgets, resource plans, invoice plans and financial tracking tools.
Essential Job Functions:
Review and analyze Cost Performance Reports, Cost/Schedule Status Reports, and perform Performance Measurement Evaluations and status reports in the DoD environment.
Prepare EVM and other related reports, and analysis, including variance and trend analyses and narrative descriptions.
Maintain filing and archive system for contract documentation.
Assist managers to apply Earned Value Management guidelines and ensure adherence to EVMS processes, including baseline and baseline reviews, cost reporting, month-end status reporting, Estimate-at-Completion (EAC) development, budget transfers and work scope schedule changes.
Helps to develop financial management tools such as resource staffing plans, EACs, estimate-to-complete (ETC), earned value metrics.
Work with accounting and contract department representatives to support the management of assigned programs.
Perform monthly account and program analysis to identify trends.
Work with Program Managers to identify program financial trends.
Incorporate source data into management information and specified report formats including developing and managing sales forecast models.
Occasionally assists Vice President and Chief Financial Officer by providing sales forecast models and reports.
May supervise another EVM/financial analyst.
May assist to train Project Managers in financial management.
Safely handles government furnished equipment and materials.
Works a standard weekly schedule of 40 hours with overtime as required.
Performs other duties as required.
Job Requirements:
Knowledge, Skills, and Abilities:
Familiar with the Earned Value Implementation Guide and EIA Standard.
Familiar with financial management including budgeting, resource planning, financial reporting and trend analysis.
Understands and interprets contract and Task Order language and can develop financial plans to implement the tasking.
Must possess intermediate knowledge of MS Project and Earned Value Management software programs.
Must possess working knowledge of Impromptu report writing software.
Must possess excellent computer skills including Microsoft Office Suite (Word, Excel, and Access).
Must be capable of working with standard office equipment such as personal computers, scanners, printers, copiers, E- mail, FAX machines and other required audio/visual equipment.
Must be able to work independently with little supervision.
Must possess interpersonal skills to interact with Project Managers, Accounting and Contracts personnel.
Must demonstrate good problem solving and analytical skills.
Must be able to effectively handle multiple projects/tasks concurrently.
Must be detail oriented.
Education and
Experience:
Bachelors Degree in Finance or related field, Masters Degree a plus.
Bachelors Degree, 5
years of EVM or other financial analyst experience.
Masters Degree, 3
years of EVM or other financial analyst experience.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
